Position Overview
We are seeking an experienced Strategist with in-depth knowledge of the U.S. Department of Housing and Urban Development (HUD) programs, particularly Section 8, Housing Choice Voucher (HCV), SEMAP, compliance, and retention regulations. The ideal candidate has hands-on experience working with agencies that directly engage with HUD or Housing Authorities. This role will focus on developing strategies to ensure regulatory compliance, optimize program efficiency, and enhance participant retention while leveraging data-driven insights.

Key Responsibilities

  • HUD Program Compliance & Strategy:
    • Provide expert guidance on HUD regulations, including Section 8, HCV, SEMAP, and retention policies.
    • Develop strategies to help agencies meet HUD compliance standards and improve SEMAP scores.
    • Stay updated on HUD policy changes and advise stakeholders accordingly.
  • Policy & Process Optimization:
    • Assess and improve internal processes for agencies working with Housing Choice Vouchers and Section 8 programs.
    • Create data-driven retention strategies to improve program participation and efficiency.
    • Work closely with agencies to streamline workflows and enhance tenant/landlord experiences.
  • Stakeholder Collaboration & Training:
    • Serve as a liaison between public housing authorities (PHAs) and HUD agencies.
    • Conduct training sessions for staff on HUD regulations, compliance best practices, and program enhancements.
    • Assist agencies in navigating HUD audits and responding to compliance-related issues.
  • Technology & Data Utilization:
    • Work alongside IT teams to develop digital solutions that enhance compliance tracking and reporting.
    • Support agencies in utilizing technology for streamlined case management and improved data analysis.

 

Qualifications & Requirements

  • Proven experience working with HUD programs, specifically Section 8, HCV, SEMAP, and compliance frameworks.
  • Previous employment with or consultancy experience for Housing Authorities, PHAs, or agencies interacting with HUD.
  • Deep understanding of federal housing regulations, compliance requirements, and best practices.
  • Strong analytical skills with the ability to interpret HUD policies and translate them into actionable strategies.
  • Excellent communication skills for collaborating with stakeholders, conducting training, and providing strategic recommendations.
  • Knowledge of data-driven retention initiatives to enhance program participation and landlord engagement.
  • Experience working with compliance software, case management systems, or HUD-related digital tools is a plus.

 

Preferred Qualifications

  • Certification or training in HUD compliance, SEMAP, or public housing administration.
  • Experience advising PHAs on performance improvement and policy development.
  • Familiarity with tenant-landlord engagement strategies and program effectiveness measures.
